a. Conduct a comprehensive inquiry into historic state abuse in child welfare, disability support and psychiatric facilities, which proactively reaches out to and generously compensates and rehabilitates survivors, acknowledging and individually apologising to them and their whānau.
b. Document evidence and lessons learnt, including on institutional racism and institutional ableism, support whanau first, and make changes to and ensure safeguards are in systems where vulnerable people from young children to elderly people could be ‘out of sight, out of mind’.
c. Restore the mana of the state through negotiating with survivors for a high level state apology for systemic failures, saying “sorry” to our stolen generations.
